NAME DETAILED TECHNICAL STUDY FOR THE DESIGN OF IPRC-SOUTH CAMPUS MASTER PLAN AND THE CONSTRUCTION OF A T.O.T CENTRE AND NEW EDUCATIONAL FACILITIES – HUYE, RWANDA

BRIEF DESCRIPTION The IPRC-South Master Plan is intended to guide efficient campus development for approximately the next decade and beyond in a way that gives physical form to the IPRC-South missionvision and academic programs.  The plan is intended to be viewed as a living, dynamic framework for future planning that includes a set of linked strategies and decision making tools that IPRC-South can use to move the campus towards its vision.  The expected outputs were as follows; 1.  Comprehensive Master Plan covering the entire site - considering the following: 
  •  Anticipated expansion of current academic programmes
  • Infrastructure requirements
  • Public utilities including water, sewerage, electrical (lighting), roads, fire detection and fighting, fiber optics connection, etc.
  • Land use planning/ zoning
2.   Architectural design and technical studies for new educational facilities.  This involved the following:
  • Integration of green building concepts (sustainable architecture)
  • Architectural plans (elevation plans, sections, floor plan layouts, etc.)
  • Structural drawings (bending schedules and calculations)
  • Bills of Quantities estimates
  • Basic infrastructure such as water supply, electricity, sewerage systems, storm water drainage, road network, CCTV, ICT
  • Environmental management plan
  • Project Costing and Investment plan (short, medium and long term priorities)
  • Tender documents (for the Training of Trainers centre)
NAME DIGITAL TOPOGRAPHICAL MAPPING AND THE PREPARATION OF REGIONAL & INTEGRATED STRATEGIC URBAN DEVELOPMENT PLANS FOR MURANG’A COUNTY, KENYA

BRIEF DESCRIPTION The purpose of the project was to: 
  • Produce accurate up-to-date digital topographic maps for all the urban centers with a population of 2,000 and above, i.e. Kiriaini, Kihoya, Kanyenyaini, Kahatia, Kahuro, and Kambirwa
  • Prepare digital cadastral layers in the same system as the digital topo maps in all the urban centers
  • Conduct participatory planning exercises in the region and urban centers to identify citizens’ priorities
  • Prepare short, medium term plans to guide urban development, including action area plans, subject plans, advisory or zoning plans and regulations and other reference materials for the urban centers
  • Prepare strategic structure plans, showing current and proposed land use and infrastructure (such as transport, water, drainage, power, etc.), housing settlements and environmental assets (10–20 years) for all the urban centers
  • Prepare a regional plan for Murang’a County
  • Provide hands-on training to key staff of the planning department on plan preparation and implementation
  • Prepare a monitoring and evaluation strategy to assist the planning department in reviewing and updating the plan in line with the ever-changing trends of the county

BRIEF DESCRIPTION The rate of urbanization in Rwanda in these last years has been increasing at a high rate and the country envisages accommodating 35% of her population in cities by the year 2020. Thus in order to meet this need for harmonious development and meet the anticipated expansion and growth of Rwandan cities, the Ministry of Infrastructure responsible for Planning and Housing has embarked on the implementation of elaborated urban development plans, master plans and other land use plans to ensure a future orderly growth and development of Rwanda cities and achieve a sustainable economic development of the country.Rwamagana town, situated on the periphery of Kigali City is currently undergoing considerable urbanization pressure which could, if uncontrolled, result in the proliferation of informal settlements. In addition, these urban areas are often exposed to the illegal occupation facilitated by the lack of infrastructure and the lack of access to essential amenities and public utilities coupled with poor settlement patterns.The purpose of the project was to: 
  • Update the existing Rwamagana Conceptual Master plan (2008)
  • Prepare a detailed implementation land use action plan for priority areas locally identified (approx. 536 Ha)
  • Prepare detailed designs for the implementation areas covering the following development issues:
    1. road networkand detailed designs and cost
    2. basic infrastructure such as water supply, electricity, sewerage systems and water drainage
    3. program for  environmental considerations andimplementation
    4. investment and financing program
    5. architectural design, structural drawings and bills of quantity for housing
  • Prepare tender documents for the identified projects

BRIEF DESCRIPTION Tassia II and III informal settlements located in Nairobi East District have an estimated number of 30,000 residents. The settlements are located adjacent to the city quarry zone and are predominantly characterized by dilapidated housing stock, poor infrastructure and service provision and squalid environmental conditions. For a long time, the residents have associated the settlements with no visible strategy and hope for improvement.In this regard, UREPI was awarded phase I of the contract i.e. implementation of comprehensive upgrading of  Tassia II and III informal settlements with the following objectives: 
  • To obtain a rapid overview of the scale and nature of informal settlements in the study area
  • To undertake a demographic and socio-economic profile of informal settlements in the study area
  • To undertake an assessment of service and infrastructure provision
  • To prepare a comprehensive spatial plan of the area detailing policy options and planning scenarios, strategic prioritization of informal settlements for different developmental responses, possible linkages with neighboring municipal entities, and capacity requirements for the implementation, monitoring and evaluation.
  • To undertake an Environmental and Social Impact Assessment
  • To prepare a Resettlement Action Plan

NAME GREEN PARK STONY ATHI, COMPREHENSIVE HOUSING PROJECT, KENYA

BRIEF DESCRIPTION The purpose of the project was tocomprehensively plan and design a self-supporting community of 15,000 housing units to accommodate approximately 75,000 people complete with: 
  • Own waste water and water treatment system,
  • Concrete internal road system,
  • Storm water drainage system which will collect and recycle rain water,
  • Schools with integrated parks and playgrounds,
  • First class landscaping and extensive tree planting,
  • Hospital and medical facilities,
  • Underground utilities,
  • Prepaid electric meters,
  • Garbage disposal,
  • Shopping centers, markets,
  • Business/industrial park,
  • Integrated street lighting,
  • Employment opportunities and job creation.
The first phase of 500 units has successfully been implemented The design won the coveted International Property Award in 2007 – Best Development – GreenPark Lifestyle Development by Superior Homes
NAME TRAINING PROGRAM IN URBAN PLANNING AND MANAGEMENT FOR LOCAL AUTHORITIES, RWANDA

BRIEF DESCRIPTION The training course was designed to achieve the following objectives: 
  • To familiarize participants with the techniques of urban planning;
  • To show the role maintenance and management of  infrastructure  in the urban development and environmental protection as a tool for social planning and project management;
  • To develop in participants the methodology for implementation of planning tools and urban management;
  • To show the importance of urban planning and urban databases in the mastery of urban development in Rwanda; and
  • To familiarize participants with the concept for the establishment of the participatory planning
The course was attended by:
  • Vice Mayors in charge of Economic Development,
  • Executive Secretaries of districts, and
  • District Technical staff comprising of urban planners, infrastructure engineers, land surveyors, land officers, community settlement, agronomists and veterinary officers.
A total of 145 participants attended, all drawn from the 30 districts of the Rwanda Republic
NAME KIGALI CITY STREET ADDRESSING PROJECT, RWANDA

BRIEF DESCRIPTION Street Addressing System is a practical and innovative urban management tool comprising essential and critical information which is helpful for spatial planning, administrative, emergency responses, research, marketing, mapping, GIS, routing and navigation among other purposes.The project covered the entire city, i.e. Gasabo district, Kicukiro district and Nyarugenge district. Kigali City was further divided into 4 zones for Street Addressing purposes i.e. 
  • Kigali North – Gisozi, Kacyiru, Kimihurura, Kimironko, Remera and Kinyinya Sectors (Gasabo District)
  • Kigali East – Nyarugunga&Kanombe Sectors (Kicukiro District)
  • Kigali South -  Gatenga, Gikondo, Kicukiro, Niboye and Kagarama Sectors (Kicukiro District)
  • Kigali West – Kigarama, Gitega, Nyakabanda, Nyamirambo, Nyarugenge, Rwezamenyo and Muhima Sectors (Kicukiro and Nyarugenge Districts)
The key objective of Phase II of Kigali City Addressing Project was to finalize the process of improvement of the urban location of properties undertaken by the UICMP (Urban Infrastructures and City Management Project) since 2008. The specific objectives were to:
  • Verify the cartographic base maps prepared in Phase I
  • Provide the Districts in Kigali city, a powerful tool for urban management
  • Improve the municipal and land management functions
  • Improve the local resource mobilization system of Kigali City and
  • Improve provision of urban services

  • An inventory of all lands that had been illegally acquired
